Energy Assistance Counselor
Classification: Full-Time

SUMMARY OF POSITION:
The Energy Assistance Counselor administers applications for MSC's Energy Assistance Programs to qualified residents of south King County.

SCHEDULE: Monday - Friday 8:30 a.m. - 5:00 p.m. - 40 HOURS

LOCATION: Multi-Service Center
Federal Way, Kent, Burien Office Sites

KEY DUTIES & RESPONSIBILITIES:
•Ability to manage multiple services and multi-task in an efficient and effective manner and to work under pressure and under tight timelines with accuracy.
•Ability to work as part of a team and adapt to a changing work environment.
•Ability to act professionally with vendor representatives and effectively represent the agency.
•Basic understanding of and ability to communicate with individuals and families from diverse cultural and socio-economic populations and ability to work with people who are under stressful situations.
•Bilingual skills helpful & preferable.
•Must be computer proficient and able to use web based information systems such as CMS; CLOUD System; DSHS web; LIHEAP web and HopeLink web.
•Read and thoroughly understand and abide by all applicable Energy Assistance program policies, procedures and guidelines.
•Accurately conduct customer eligibility and intake assessments, income determination and energy bill evaluation. Expectation is zero error rate.
•Accurately determine customer benefit, using applicable calculation tools and guidelines and accurately enter information into web based information system. Zero error rate is expected.
•Accurately proofread and edit customers records, both own and those of co-workers as assigned.
•Maintain current, accurately documented customer files, complete all required paperwork and service tracking reports in a timely manner according to deadlines.
•To eliminate fraud, collect ESD forms for all customers with zero income in 1 or more months.
•Accurately navigate Paperless System (download, scan and upload).
•Report to supervisor number of pending files at the beginning of each week.
•Actively participate in Energy Program Outreaches throughout south King County.
•Provide Energy Conservation Education to all customers
•Maintain an effective working relationship with co-workers, other MSC staff, customers, service providers and the general public.
•Provide customers with Energy related and other information and referral services as they may need
•Be familiar with all MSC program services and participate actively in agency activities.
•Understand and adhere to MSC policies around confidentiality and all standards of conduct as described in the MSC Personnel Policy and according to all Energy Assistance Contracts.
•Other duties as assigned.

•None

EXPERIENCE REQUIRED:
•Two years work experience in social services, business, customer service, banking or equivalent experience.

EDUCATION/LICENSES/CERTIFICATION/FORMAL TRAINING:
•Bachelor's degree preferred; OR
•Two years of work experience in social services, business, customer service, banking or equivalent experience.

ESSENTIAL ABILITIES:
•Read, write and understand the English language
•Excellent communication and organizational skills with basic computer knowledge
•Ability to work independently, accurately and efficiently, with an eye for detail
•Excellent phone manners and customer service skills
•Must provide personal vehicle and possess a valid Washington State Driver License and auto insurance

PHYSICAL REQUIREMENTS:

•Lifting up to 25 lbs. without assistance.
•Highly mobile position involving frequent driving, regular walking and standing
•Stretching/Reaching, Hand/Finger dexterity, Stooping (bend at waist) frequently
•Mobility and ability to sit in front of computer screen for long periods of time

WORKING ENVIRONMENT
•Work performed indoors in a climate controlled environment.
•Travel to MSC offices and Energy Program Outreaches throughout south King County are required for this position.
