2020 Operations Manager Position Description

Our Mission: The Community Boating Center (CBC) fosters small-watercraft education, access, safe recreation, and marine stewardship on Bellingham Bay.

Our Story: Our programs and services are available to all ages and backgrounds. We teach to US Sailing and American Canoe Association standards through a variety of on-land and on-water courses. We offer adult and youth sailing and kayaking group classes, as well as private lessons, guided tours, and week-long youth camps. Our services include daily boat rentals throughout the summer, as well as year-round dry moorage. The CBC was founded in 2006 and is supported by a robust community of donors, business and foundation support, community partners, students, volunteers and tenants.

Position Overview: The CBC Operations Manager (OM) administers all operations staffing, rentals, fleet scheduling, Port of Bellingham moorage, events, retail sales and marketing. The OM manages the operations budget, and coordinates with other managers and the ED on operational needs. The OM works closely with the CBC’s ED and Operations Committee to chart a long term plan of progression for operational services, and to ensure immediate operations planning aligns with long term goals. They administer the hiring, training, scheduling, and supervision of seasonal operations staff, conduct safety and risk assessments, maintain and apply safety policies, and ensure staff provide high caliber customer service promoting the CBC’s mission. The OM is expected to represent the CBC at community events and public speaking opportunities. The OM works with the ED to secure operational grant funding and to provide reports to funding organizations and partners. The OM manages the Fleet Manager and the Volunteer Coordinator positions. The OM supports programs by guiding or instructing as needed and as they are able.

This position reports to the Executive Director. The salary range is $28,000 - $32,000 DOE.

Position Term: This is a permanent, exempt position. It is offered as a 0.8 FTE position, with 40 hours/week minimum mid-February – mid-October, and flex time depending on work demands mid-October – mid-February, with the potential to grow to full time year-round.

Areas of Responsibility:

A. Boat Rentals
Manages rental operations, fleet scheduling, and Port of Bellingham moorage
Ensures operations staff provide high-quality customer services, administrative systems and policies are understood and followed, and that all staff work in a safe, collaborative and supported environment
Works operations shifts as needed
Supervises point-of-sale money handling, transaction record keeping, and retail sales

B. Operations Management
Works with the Operations Committee, which reports directly to the Board of Directors
Analyzes operations and rental data to inform end of year reports and to identify opportunities to increase customer satisfaction and revenue
Collaborates with the Executive Director and the management team to review existing risk management policies, maintain comprehensive risk management and emergency action plans, and conducts ongoing drills for all staff
Administers operations staffing and internships; planning, hiring, training, supervision, review, credentialing, and retention; ensure all operations staff are trained and certified to common core professional standards for customer service and on-water safe boating practices
Coordinates with other managers and ED to cross train staff and to ensure staffing meets needs of programs and operations
Coordinates, recruit, train, and manage CBC’s volunteers OR manage Volunteer Coordinator
Conducts annual operations budget review, development and administration with ED
Contributes to the development of vibrant on-water and on-land services; is a creative and enthusiastic boating ambassador
Leads by example to continue a staff ethos of safety, integrity, respect, and consistent communication

C. Office and Technology
Participates in grant writing
Participates in website updates
Participates in developing operations marketing materials (brochures, posters, social media promotions, etc…)
Demonstrates willingness to learn skills as needed (such as Quickbooks, DonorPerfect, RegPack, Constant Contact, etc…)

D. Community Engagement
Provides leadership for operations marketing, outreach, and community partnership building
Provides a “face” for the CBC services through diverse public speaking opportunities
Regularly attends community outreach opportunities for marketing and development opportunities
Works with ED to administer CBC and partner hosted events

Required Knowledge, Skills & Abilities:
2+ years of management experience
Robust problem solving skills
Track record of providing leadership among peers and the community
Must have or be able to obtain a Washington Boater Safety Card and CPR/First Aid/AED Certification, and successfully pass required criminal background checks
Must have a current driver’s license and a clean driving record
1-3 years of staff hiring, development, evaluation and retention

Preferred Knowledge, Skills & Abilities:
Experience with risk management, including planning and implementing safety policies and emergency action plans
Experience with marketing, outreach and community partnership building
1-3 years of recreational sailing and kayaking rentals management
Budget development and tracking
Public speaking, and excellent verbal and writing skills
Proficiency with Google Drive, word processing, Quickbooks, and database management
IT skills (website design/maintenance, networking, on-line classes)
Experience with online registration systems
Graphic design/photoshop/brochure design
Grant writing experience
