This was known as a "check" scale. Typically used in hardware stores or factories. "Exact Weight" manual balance scale as seen in the pictures. Marked as Model 347 with a 22 lb capacity. Includes four different counterweights. This is a heavy piece weighing approximately 27 lbs and standing 22" tall and 23" long. It is in good condition showing some signs of wear from use and storage.
