Made in India. I've seen these candle holders listed as Travel Tobacco Ashtray, Portable Pocket Ashtray, and Lidded Ashtrays. I guess it could be used for those purposes as well.
It has a nice heavy weight to it and is in good vintage condition with some patina and wear consistent with age and use.
