<ul><li>Understands and is able to position our client’s Benefits Communications within the context of increasing consumer stewardship in retirement benefits.

<li>Understands that change often generates resistance, and is able to leverage effective education and communication of health care issues and options to help promote success and employee commitment.

<li>Understands and is able to put communications plans in place designed to overcome multi faceted inherent health care challenges and engage consumers in their health care decisions.
<br>
<li>Understands and is able to position our client’s consumer directed programs in the context of trends in health plan innovation.
<br>
<li>Understands the motivation of organizations on the leading edge of benefit trends and the rationale behind their decision to pursue new and innovative approaches. Is able to leverage and apply this knowledge to the development of communications programs supporting benefits communications at the client site and for their customers.

<li>Partners with our client’s benefits team, sales and marketing team and other key stakeholders to develop communications targeting members and associates that support the strategic objectives of the organization.

	10. 3-5 years experience using tools to create online help.<br>
	11. Proficiency in Microsoft Office products.<br>
	12. Highly motivated individual able to grasp complex software and learn quickly. <br>
	13. Ability to work within tight deadlines.<br>
	14. Experience with Imaging Software (Photoshop or Paint Shop Pro) for screen capturing is essential.<br>

The Communications Manager will work closely with other MRC staff, Board members and volunteers to oversee the following initiatives:<br>

MRC is currently launching a new website.  The Communications Manager will assume responsibility for keeping the new site current and planning for version 2.0.<br>

Branding:<br>

Capable editor:  Needs to synthesize information created by various staff and volunteer leaders for publications and website.<br>
Website management: Experience using websites as an outreach and marketing tool and overseeing outsourced web development.   Knowledge of Community Enterprise software preferred.<br>
Quick study:  Must prove ability to come up to speed quickly and learn about online commerce issues.<br>
Strong technical skills, specifically in using PowerPoint, InDesign, Outlook, and Photoshop.<br>

General Position Description<br>

Provides technical support and research in the analysis, development and production of WSDOT’s performance measurement reports and plans for all aspects of transportation and modes. Accomplishes specific portions of transportation performance studies (i.e. Gray Notebook, GMAP). Quickly and accurately analyzes vast amounts of materials and data to translate information (both technical and policy) into well written, “Plain English” reports using WSDOT’s Performance Journalism approach<br>

Researches and develops national and international best practices for performance measurement and reporting, congestion measures, strategic transportation initiatives, government performance audits, and transportation benchmarks.  <br>

Responds to executive and public requests for information. Under supervision of a manager, drafts briefing papers, technical reports and other presentation materials for OFM, the Governor’s staff, and agency executives.
