POSITION DESCRIPTION: The Finance Manager performs accounting services and manages fiscal operations to support the CEO. Other responsibilities include: coordinating with outside auditors, supporting programs with financial reporting, and implementing a variety of plans, programs and processes to meet the organization’s financial performance needs.

Accounting Duties (in accordance with generally accepted accounting principles (GAAP)):
•Establishes, maintains, and coordinates the implementation of accounting and accounting control procedures;
•Prepares profit and loss statements and other reports, including timely tax reports, as required;
•Compiles and analyzes financial information to prepare timely and accurate entries to accounts, such as general ledger accounts;
•Monitors and reviews accounting and related system reports for accuracy and completeness;
•Prepares and reviews budget, revenue/grants, expense, payroll entries, invoices and other accounting documents;
•Monitors compliance with federal award contract budgets and conducts draw-downs;
•Analyzes revenue and expenditure trends and recommends appropriate budget levels and ensures expenditure control;
•Responsible for weekly cash management and cash requirements forecasts;
•Develops the annual operating budget and consults with staff on the fiscal aspects of program planning, salary recommendations and other administrative actions
•Serves as a resource in the development and management of budgets for external contracts;
•Recommends, develops and maintains financial databases and software, and manual filing systems;
•Maintains risk management/insurance policies and communicates with brokers/agents;
•Prepares accurate management financial reports, including the CEO’s weekly financial report and T12M reports;
•Prepares and submits quarterly federal expenditure reports, assists staff with development of annual performance reports as needed;
•Development and submission of the annual Federal indirect cost rate proposal.

REQUIRED QUALIFICATIONS:
•Bachelor’s degree in Accounting or related field from an accredited university.
•At least 5 years experience in Accounting and/or Finance in the private sector.
•Experience working with professional and management staff.
•Ability to analyze financial data and prepare financial reports, statements and projections.
•Advanced knowledge of QuickBooks and Microsoft© Office, especially Excel.
•Experience working with Federal and State grants.
•Knowledge and experience with OMB Circular A-133 and A-122.
•Must be highly organized and detail oriented.
•Ability to work independently in a changing environment, prioritize work tasks, meet timelines, follow through, and exercise independent judgment.
•Strong written and oral communication skills.
•Ability to interact professionally with the public.

DESIRED QUALIFICATIONS:
•CPA designation and/or MBA.
•Two years Accounting supervisor or manager.
•Experience working with Federal cost principles and knowledge of Federal indirect cost rate guidelines.
•Participation in accounting application conversion.

PHYSICAL WORK ENVIRONMENT: Work is typically performed in an office environment. The ability to sit for extended periods of time at a desk/computer station and perform tasks involving repetitive arm and hand movements, such as using a computer keyboard, is required. Must be able to occasionally lift up to 20 pounds.

WORK SCHEDULE: This is a half-time position, 20 hours per week. Hours may be negotiated.

COMPENSATION: Salary range is 50% of $50,000 – 65,000 annually, contingent upon experience and skills. The Center provides an excellent benefits package, which includes medical, dental, life insurance, a retirement plan, and paid vacation.
