Often described as the "revolving doors" of the prisons, the recidivism rate is costing the taxpayer dearly. Reducing recidivism is the key to reducing expense and creating safer communities. If we had effective programs instilled that would educate and rehabilitate those incarcerated, would so many be unsuccessful upon release and return to crime?
And, discretion has been taken away from our judges and they are forced to sentence many to lengthy prison terms for relatively minor offenses. Our correctional facilities are already overcrowded and something has got to give. Does it have to be the taxpayer? Couldn't we use a break?
