ESSENTIAL ACTIVITIES<br>
*Serve as a senior leader and clinical expert in the PEBB Plan management (PPM) organization, reporting to the Assistant Administrator.<br>
*Direct vendor contract activity, support internal account managers, and provide clinical expertise and perspective to the PPM organization. <br>
*Participate in procurement and implementation of new vendors and services.  <br>
*Ensure collaboration between benefit delivery, and other departments within PPM, the agency and with other stakeholders. <br>
*Account manager for programs and contracts with clinical impact.<br>
*Serve as the PPM Clinical Director, providing direct clinical support and expertise during the development of PEBB benefits, coverage, reimbursement strategies and policies. Answer clinical questions related to coverage, determinations of when content experts are needed for decisions, lead for contract review for clinical issues, implementation of new or changing issues.<br>
*Lead and coordinate PPM clinical meetings with vendors and work with vendor medical directors to ensure coordination of policy changes such as HTA decisions, legislative decisions, etc. <br>
*Participate in the annual development of benefit change recommendations for PEB Board consideration and other scheduled activities related to the annual PEBB procurement process.<br>
*Management of 4-8 staff within the benefit delivery system, varying from front line classified staff to high level management positions.<br>
<br>
REQUIRED QUALIFICATIONS<br>
* Current Washington health practitioner license (RN, Pharm D, MD, or other health care practitioner) AND a minimum of three years professional clinical work providing direct patient care in an evidence based medicine environment<br>
*Three years of health plan experience<br>
*Knowledge of health plan functions such as claims, preauthorization, medical review, and provider contracting<br>
*Minimum five years experience managing a diverse staff<br>
*Demonstration of excellent communication skills, both verbal and written<br>
*Two years experience working with or in the public sector<br>
*Strong leader<br>
*Confident decision-maker<br>

DESIRED QUALIFICATIONS<br>
*Undergraduate degree in a clinical or health related field.<br>

GENERAL RESPONSIBILITIES<br>
Working independently and as a member of the City of Mercer Islands Department of Youth and Family Services (YFS) Community-based Services Team, the Youth Development Coordinator position is responsible for the development, coordination, and implementation of structured volunteer, leadership and development opportunities for Mercer Island youth, and occasionally families.   This position oversees VOICE/ SVP summer program (seasonal) staff as well as assigned support staff.  This position is responsible for coordinating with staff from other City departments, the school district and other organizations to develop and carry out a variety of volunteer development and service learning projects and activities during the school year. This is a forty (40) hour per week position with considerable evening, weekend and on-call hours throughout the summer and occasionally throughout the year.<br>
<br>
ESSENTIAL JOB FUNCTIONS<br>
	Coordinates the Volunteer Outreach In Communities Everywhere (VOICE) summer youth volunteer program for high-school-aged youth as well as the Summer Volunteer Program (SVP) for youth in middle school.<br>
	Manages and supervises youth and family volunteerism/service learning opportunities.<br>
	Researches, develops, and implements a year-round schedule of volunteer activities and leadership development opportunities for youth and their families.<br>
	Recruits, orients, trains and oversees work study students, support staff and volunteers involved with VOICE, SVP and volunteer projects.<br>
	Leads youth leadership development groups and activities and supports youth components of other community-based department programs.<br>
	Manages and monitors expenditures for VOICE/ SVP and other volunteer projects and activities to remain within approved budget.<br>
	Assists with program fundraising as needed, including community outreach and visibility events.<br>
	Completes reports, outcome measures and other paperwork as assigned and participates in evaluation activities as required.<br>
	Participates as an effective team member of the Department of Youth & Family Services and the Community-based Services Team. <br>
	Participates on City committees and projects as assigned.<br>
	Ability to drive a city vehicle, valid Washington State drivers license and good driving record.<br>
	Perform other duties as assigned.<br>

SUPERVISION RECEIVED<br>
The Youth Development Coordinator reports to and receives supervision and performance reviews from the Administrative and Community-based Services Manager of the Department of Youth and Family Services.<br>

QUALIFICATION REQUIREMENTS<br>
	Degree in human services, social sciences or related field; Masters Degree preferred.<br>
	Minimum 3 years experience working directly with youth and families, including work with groups and in community settings.<br>
	Demonstrable record of human service program development, coordination and budget management preferably in community-based settings.<br>
	Demonstrable record of excellent public relations and communication skills, including good computer and social media skills.<br>
	Demonstrable record of independent work, problem solving, program documentation, outcome measure management, organizational and time management skills.<br>
	Minimum one year experience supervising staff/volunteers.<br>
	Ability to work effectively with City staff, volunteer organizations, community groups and individuals.<br>
	Ability to work effectively with diverse youth and families; demonstrable record of cultural competence.<br>

OTHER REQUIREMENTS<br>
	All YFS staff is required to maintain strict confidentiality and professional/ethical standards required by State and Federal statutes and by Youth & Family Services policy.<br>
	The ability to develop a superior rapport with youth marked by professionalism, clear boundaries, respect, dignity and integrity.<br>
	Completion of a nationwide and Washington State criminal history background check is required in order to determine any past conviction history of crimes against persons, sexual assault or exploitation, and sexual or physical abuse.<br>
	The ability to drive city vehicles including a good driving record and valid Washington State drivers license is required.<br>
<br>
WORKING CONDITIONS and PHYSICAL ABILITIES<br>
The Youth Development Coordinator must be able to perform all essential job functions. Work is performed in office settings, on-site at volunteer projects and in community-based environments, which may be indoor or outdoor and take place throughout the year. The Coordinator must be able to drive vans or other multi-passenger vehicles.  Hand-eye coordination and fine manipulation skills are necessary to operate computers and office machinery. Occasionally lifting 50 pounds is required.<br>

This position is responsible for coordinating the staffing of a KCSO Communications Advisory Committee, which will oversee the initial planning and build out of the KCSOs internal and external communications infrastructure.  Responsibilities include design and deployment of an electronic policing (E-policing) initiative; web site management; managing project vendors; providing consultation through planning, assessments and identifying goals and objectives; and developing and delivering presentations and a wide range of communications materials.<br>

This position will be based downtown at the King County Courthouse under the supervision of the Chief of Staff.  Typical work hours are 40 hours per week, 8:00 AM - 5:00 PM, Monday through Friday. GENERAL STATEMENT:  Under the policy direction of the Kitsap County Board of Commissioners, the Food & Farm Policy Council Coordinator coordinates the Kitsap County Food & Farm Policy Council activities.  This is professional and technical work to facilitate the Councils charge related to agriculture and food systems in Kitsap County.   The mission is to partner with communities, businesses, agriculture and government to develop integrated and sustainable food policy and actions. The Council will advise on issues of food production, distribution and access in Kitsap County and help Kitsap residents understand and support locally grown products. An employee in this position is responsible for scheduling planning sessions, facilitating program implementation, data collection and analysis, and report and grant writing.  Work assignments are received with general and limited technical instruction and the employee is expected to exercise independent judgment and make decisions within accepted protocol.  <br>

MINIMUM QUALIFICATIONS: Bachelor's degree in public or business administration, political science, economics, law, or related field from a college or university accredited by an agency recognized by the US Department of Education, and progressively responsible administrative experience directly relating to the duties of this position is required; or any equivalent combination of experience and education which provides the applicant with the desired skills, knowledge and abilities required to perform the job.  A Master's degree in a related field is desirable.  Experience in local food systems or community sustainability program planning and administration is highly desirable. Marketing experience preferred.<br>

LICENSES, CERTIFICATES & OTHER REQUIREMENTS:  Must be able to fulfill all traveling requirements of this position and meet the qualifications and guidelines of the Fleet Risk Control Policies in the operation of a motor vehicle on County business, including possessing and maintaining a valid Washington State Drivers License and the appropriate amount of automobile insurance<br>

As an at will appointed position, the employees continued employment with the County is at the discretion of the Commissioners and the County Administrator, and the employees appointment may be revoked at any time with or without cause and without right to appeal. <br>

 Administer labor contracts fairly and consistently, respond to grievances in a timely and appropriate manner. <br>
 Serve as a local/regional representative with local, state and Federal agencies that operate in this area which may include participation in local/regional and community forums in support of socioeconomic initiatives, recreation planning, security and emergency management, industry best practices and related activities. <br>
 Provide support to Citywide or departmental strategic oversight as assigned by Council. Responsible for a budget of approximately $17.3 million for operations and capital projects. Serve as a key member of the Power Production management team of Seattle City Light. Promote organizational change and advocate for management initiatives.<br>

REQUIRED QUALIFICATIONS<br>
<br>
Five years of high level management and leadership experience in mechanical and industrial technology or related area of responsibility, including experience as a manager or supervisor with increasingly higher responsibility for daily operations and oversight of a large, complex organization. The equivalent of a Bachelors degree in Industrial Technology or a related discipline, or additional qualifying management experience. Experience managing represented employees. Working knowledge of work management systems, long term maintenance planning and resource scheduling. In-depth knowledge of Mechanical and Industrial Technology. Ability to actively promote, support and manage key strategic Citywide initiatives, including those related to fair and equal employment, diversity and justice in the workplace. Proven track record in coaching, counseling and developing employees of diverse backgrounds. Working knowledge of Federal and State regulations such as OSHA, WISHA and NEMA specifications, the NESC and WAC (Washington Admin Code) 296-45 (Safety Standards for Electrical Workers).<br>

Electric Utility experience highly preferred. Ten years or more of progressively responsible assignments with at least five years as a manager or supervisor in a large complex organization. Assign work, conduct performance evaluations, mentor and coach staff, lead project teams to solve drainage and landslide stabilization design problems, provide training, lead risk identification and mitigation of technical issues, prepare cost estimates, provide design and construction support for capital projects and prepare and track operation and maintenance budgets. Establish design criteria and performance specifications. Investigate drainage and landslide problems. Respond appropriately to customer complaints regarding drainage and landslide issues. Perform preliminary engineering to identify potential solutions to design problems and evaluate their risks and benefits. Perform design and prepare technical specifications. Review designs of in-house staff and external stakeholders. Work in an interagency/multidisciplined team environment with fluid lines of responsibility. Prepare, update and monitor project and engineering task estimates, schedules, budgets and milestones. Identify and resolve project impacts on other City departments. Present technical information to various stakeholders including the public to inform, educate and receive input. Prepare reports, correspondence and official documents. Prepare and track budgets, workload forecasts, project variance reports and progress reports. Hire and manage consultant contracts including review and oversight of work products. May take assignments that include some or all of the duties above. May be required to stamp and sign project documents as a Professional Engineer. Participate in emergency response efforts which can include staffing the departments operations center which is convened in response to an emergency such as heavy rainstorms that cause flooding and landslides. Perform light duty field work that may include lifting utility covers and equipment; stand, walk or bend for extended periods of time. May be required to occasionally work nights, weekends and holidays. <br>

Required Qualifications<br>
The equivalent of a bachelor's degree in civil engineering and six years of professional civil engineering experience, including two years of supervisory or project management experience. Civil engineering experience should include experience designing and managing public utility wastewater or drainage systems  Current registration as a Professional Engineer. <br>

Desired Qualifications<br>
Extensive knowledge of engineering design and management principles, practices, and procedures, estimating techniques and project accounting, construction methods and principles. Experience in geotechnical engineering or engineering geology. Experience or training in designing green stormwater infrastructure. General Information<br>
The City of Bellevue, WA is currently accepting applications for a full-time, limited term position as a Resource Conservation Manager assigned to our Civic Services Department.  This position is funded through a special grant with Puget Sound Energy to support the Environmental Stewardship Initiative goals through a Resource Conservation Management (RCM) program .  This position will lead and direct the Resource Conservation Management (RCM) Program that spans enterprise and cross-departmental boundaries.  It will serve as the lead for all energy and resource conservation practices in the City. It will identify, prioritize and make recommendations for effective energy and resource saving measures and then coordinate with multiple departments on the implementation recommendations.   It will also serve as the energy conservation expert/adviser to analyze, justify, and coordinate or support implementation of conservation measures. The incumbent will educate and influence behavior change with staff and management at all levels in the organization. <br>
 <br>
This program is designed to meet Council mandated and Environmental Stewardship Strategic Plan goals related to reduction in Greenhouse Gas Emissions(13% reduction in COB utility use and 7% overall community Green House Gas emissions reduction by 2012).   This is a limited term assignment with an estimated end date on, or before, three years from start date.<br>
<br>
Essential Functions of the Job<br>
<br>
Create, establish and direct the enterprise-wide Resource Conservation Manager initiative to achieve maximum energy savings and cost avoidance while protecting the environment; act as the lead on the citywide energy use reporting requirements, manage the Puget Sound Energy (PSE) grant process. <br>
Maintain a resource accounting database using Utility Manager to monitor and track energy savings indicators. Insure utility information is uploaded, verified and analyzed on a regular schedule. Implement staff training on this new city utility tracking system. Analyze utility use trends on a regular basis and report out to departments, and management. Insure links to Energy Star, Portfolio Manager system and uploads are completed in a timely manner.<br>
 <br>
Complete facility audits on 80+ city buildings, develop facility energy action plans, train building occupants, maintenance, custodial and administrative staff in conservation measures, specify regular utility/energy use downloads/tracking and encourage collaboration with operating departments on energy conservation opportunities. These buildings and systems are managed by five different operating departments that the RCM must engage so energy conservation and capital project priorities can be established. <br>
 <br>
The RCM will act as the primary point of contact with PSE on energy conservation, grant/rebates and green power initiatives. Manage communication and reporting with respect to the RCM program; prepare reports, financial statements and direct the employee conservation program education and outreach efforts.<br>
 <br>
Manage the RCM program budget and $145,000 PSE grant account. Develop a new budget program and process to track and shift energy conservation savings from operating departments to a special conservation fund to offset costs of this new program and future city conservation projects. <br>
 <br>
Solicit and manage grants to support energy conservation activities and projects.<br>
 <br>
Establish an RCM Energy Team with representatives from city departments. Develop and implement a recognition program that encourages actions toward savings goals and provides rewards when goals are achieved. Promote RCM Program success stories and share energy savings ideas with staff. <br>
 <br>
Manage the Green House Gas and energy use reporting for city facilities that is required by State and Federal agencies. Assist with the citywide Environmental Stewardship Initiative implementation and participate in the Green Building Committee work. Oversee the ICLEI (Local Governments for Sustainability) energy reporting process and insure the interface to the Utility Manager software is successfully developed, tested and implemented.<br>
 <br>
Assist in justifying conservation and building optimization projects and efficiency upgrade recommendations with facilities and management staff. Prepare project scopes of work and budgets and manage approved projects. Responsible for overseeing architects, engineers and contractors, and developing scopes of work. Provides technical expertise and leadership in assigned functional areas work, estimating project budgets and ensuring final work meets project specifications; provide expertise for solving more complex building system problems.<br>

Education & Experience Requirements<br>
<br>
BS Degree in  in Facilities Management, Environmental Science, Engineering, Business, Public Administration or related field; and 5 or more years managing programs in public sector or a large complex organization with substantial experience with energy conservation, facilities management, environmental stewardship and/or project management.  Or any equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.<br>
Experience with computerized utility tracking system, database management and analysis is preferred.<br>
<br>
